Serhiy (Serj) Kiyasov is an attorney at Rock Trade Law LLC, specializing in international trade law, U.S. Customs import and export compliance, and related legal matters. Serj’s practice focuses on providing expert counsel on a wide range of issues, including duty and tariff mitigation, import and export regulations and requirements, trade litigation, and Customs reviews, investigations, and audits. He also has extensive experience advising clients on classification, valuation, and country of origin determinations for imported goods. Additionally, Serj advises clients on antidumping (AD) and countervailing duty (CVD) matters, applicability of various free trade agreements, M&A due diligence related to imports and exports, supply chain analysis, compliance programs, and overall trade regulation and compliance.
Serj earned his Juris Doctor from DePaul University College of Law in Chicago, IL, where he served as Co-President of the Business Law Society and received a CALI Excellence for The Future Award in U.S. Customs and International Trade Law. He also holds a Bachelor of Arts in Paralegal Studies with a Minor in Legal Studies (With Honors) from Roosevelt University in Chicago, IL. While at Roosevelt, Serj was Vice President of the Pre-Law Society, captain of the Men’s Tennis Team, and was recognized for his academic excellence with a place on the Dean’s Honor List for three consecutive years. He also received a Presidential Scholarship and was honored as a Daktronics-NAIA Men’s Tennis Scholar-Athlete.
Serj’s legal experience includes clerkships at the Circuit Court of Cook County and prominent commercial litigation and transactional law firms in Chicago. Born and raised in Lviv, Ukraine, Serj is a native speaker of both Ukrainian and Russian, allowing him to effectively serve clients from diverse international backgrounds and navigate complex trade-related issues across borders.
